Description: Understanding of the Assignment and Context (5 points) The consultant shall provide a clear presentation of their understanding of the assignment's objectives and scope, including an analysis of the institutional, economic, and sectoral context, the identification of key technical, financial, environmental, social, and institutional challenges, and the relevance of this understanding in relation to the overall project or programme objectives and expected outcomes, as well as a clear description of the key stakeholders and their respective roles. Dedicated Human Resources (10 points) The consultant shall present the team dedicated to the project, justification for its size, the proposed functional organization of the team, the geographical location of each member (full or partial presence in site, or remote resource), and the CVs of each keys team member. Proposed Methodology (30 points) The consultant shall describe the overall approach to be adopted, ensuring that it is participatory, integrated, and results-oriented; present the analytical tools and methods to be used, such as diagnostic assessments, data collection, multi-criteria analysis, and feasibility studies; define clear criteria for the selection and prioritization of pilot investments based on relevance, feasibility, sustainability, impact, and strategic alignment; integrate cross cutting dimensions including gender, environment, social inclusion, and climate resilience; and outline the mechanisms for consultation and participatory validation of the results. Detailed Work Plan (schedule, resources, deliverables) (15 points) The consultant shall present a structured work plan divided into distinct phases - inception, analysis, selection, feasibility, and validation - indicating the duration and key activities of each phase, identifying the expected deliverables and their submission schedule, describing the composition of the team with the roles, expertise, and level of effort of each member, and including a visual timeline such as a Gantt chart or summary table to illustrate the overall planning. Integration of Environmental and Social Aspects (10 points) Assessment of how the proposal integrates environmental sustainability, climate resilience, and social inclusion considerations, including the identification of potential risks and mitigation measures.
