Description: Sub-criteria for assessing the technical quality Maximum number of points Sub-criterion 1: Institutional Portfolio The evaluation will be based on the degree of compliance with, and the relevance of, the institutional experience described in the Required Profile section of the terms of reference, taking particular account of demonstrated experience in projects comparable to the subject matter of this consultancy. 25 Sub-criterion 2: CVs of the Proposed Technical Team Sub-criterion 2: CVs of the Proposed Technical Team. The evaluation will be based on the prior experience, technical and academic qualifications of the proposed team, in accordance with the Required Profile section of the terms of reference. 20 Sub-criterion 3: Methodology The evaluation will consider: the bidder's understanding of the context and objectives of the technical assistance, including the challenges associated with financing the bioeconomy, biodiversity, conservation and sustainable rural development in Colombia; the quality, clarity and viability of the proposed methodology for carrying out the components and activities set out in the terms of reference, including its work stages, expected results, required inputs and validation mechanisms; the credibility of the indicative implementation schedule; the relevance of the technical, operational and methodological recommendations proposed to ensure the quality and applicability of the deliverables; and the coherence of the proposed project governance structure, coordination mechanisms, and quality management, monitoring and progress control arrangements. 25 Sub-criterion 4: Environmental Performance of the Proposal, assessed with regard to the relevance, specificity and feasibility of the measures proposed to reduce the environmental footprint of the services throughout contract implementation. The assessment will consider, in particular: measures to limit and optimise international and domestic travel, including the use of remote working arrangements and lower-carbon transport options where appropriate; the sustainable organisation of meetings, workshops and field activities; the reduction of paper, energy and resource consumption; the environmentally responsible production and dissemination of deliverables; and the proposed arrangements for monitoring and reporting on the implementation and results of these measures. The proposed measures must be directly related and proportionate to the subject matter and conditions of performance of the contract. 10 TOTAL 80 Each technical offer, deemed to be technically conforming, will be attributed a technical score (TS out of a maximum of 80 points) by adding up the weighted scores obtained for each sub-criterion.
